Try using a magic eraser, usually takes off most stuff around the house, might work some magic on your truck.

Sand blast them and get some Rustoleum black paint. That's what I did on the Benz and it worked out alright, didn't remove the chrome, just roughened it up.

You don't even need a good setup, all you need is practice. A "good" setup is just a setup that YOU get used to. Just run stock settings and do a bunch of laps, you'll eventually get the hang of it.
