Gradient placement > New gradient > Drag that gradient line to the area you want the hill. Then go to Gradient Edit. Click in the "grid" that comes up and you'll create new points. Pull those suckers way up high. Then go to Gradient linear paint, or add. Then paint the hill in.

Anybody else having abnormally slow download speeds on these tracks recently? For some reason, for the past 3 rounds its taken me roughly 2 hours to download just the medium res tracks.
