I seemed to have found a fix. My GPU clock speed would stay super low so I used DDU to do a complete uninstall and reinstalled drivers using manual installation. Now performance mode actually works properly and my clock speed actually maxes out. A still do get a micro stutter every now and then but ...

Threaded optimization did not see a visible difference with it on or off. Only solution that has worked so far is enabling g sync but that comes with latency issues. I do not understand.
