Meaning you don't have the right to distribute the model after purchasing unless you have permission from the author of the work. Simple as that.

Photogrammetry. If you Google that you'll find lots of tutorials. Once you get your 3D model you'll have to take it into Blender or some other 3D program and export the heightmap.
