If the IP address starts with either:
10.x.x.x
172.16.x.x to 172.31.x.x
192.168.x.x
you are giving him your local address, which will not work over internet.

If you are giving him your public IP and he still cannot connect, you have most likely not set up port forward. Set up port forward in your router to your computer, in this case UDP on port 19801. If this still doesn't work, make sure you're allowing it through your firewall.

Port forwarding is something you do through your ISP provider. For example I have xfinity so I have to go to the xfinity app on my phone. Usually your ISP will have a guide on how to port forward. All you're doing is allowing packets to be sent through your ip over specific port numbers. Game servers typically send UDP packets. So all you need to do is go through your ISPs app or website and add port 19801 and make sure you select UDP.

I just searched it up and T-Moblile (my router) does not allow port fowarding. thanks for the help man it def would have helped if my router allowed port fowarding
