When you hit anything, it isn't the substance itself that hurts you but rather the deceleration. Specifically, if part of your body decelerates much faster than the rest, then that produces shearing, tearing and compressing forces which wreck you internal.

So, at some degree of deceleration you will sustain fatal injuries. Something that is hard such as concrete will decelerate you very quickly and something yielding will decelerate you slower but in both case the degree of deceleration is a fixed percentage of your velocity when you hit. When that percentage exceeds that which you can tolerate, you're dead regards of what you hit.

You have to be going faster to get the fatal percentage when hitting water than concrete but once that percentage crosses the threshold you're just as dead. This why they say that after you fall from a certain height, and therefore build up a certain velocity, it doesn't matter if you hit water or concrete, you're just as dead.
