skin template/ how to

im needing some assisstance. i would like to try to make a suit (2009 Shift Faction..the cow suit). and im not really sure where or how to start. can i get a hold of a template somewhere and build from there? or do i simply just start from scratch using gimp? if so, how?

also, im needing to download WinRar and i went to http://www.rarlab.com/download.htm. is there one that i DONT have to pay for? can i just use the "graphic only" one?

extract now also extracts .rar files, and 7-zip probably extracts them as well
