When you only have some pick-up server this is normal.
In rFactor (a racesim) you also don't find much races online. That is until you join a league. You can join so much leagues that you have a race every hour of every day.
If the dedicated server gets released probably some organised leagues will pop up organising races at specified timeslots. This way people now when to race, and they now that wreckers will be kicked from the league so you are sure to have a clean race.
So in short: once the dedicated server tool gets released everything will start rolling online
