Computer build (NOOB)

I'm needing help building a computer or buying one pre built. This would be my first gaming comp I am switching from consoles to comps to be able to play me sim. I have no idea what any of the tech lingo is and have no clue where to even start on building or even looking for what to buy. I want to be able to play the game at its best, I want to be able to play at everything maxed out. So please no computer lingo just tell me what I need in the most simplest way possible please
