Create an account on Race Factory Gaming, request a B license (you might be given a B license when you sign up), sign up for an outdoor race (make sure it's the amateur event or else it will deny your request to sign up), then see the list of servers that qualifying is in and try your best! The schedule on the website is pretty direct and as long as you follow that, you should be good to go. Make sure your time zone in your settings matches to your location so you don't miss UID grab or anything like that.
