New features on elsinore servers

I'm testing some new server features on elsinore. You can now switch tracks by voting. Use "server,callvote settrack #" to call a track vote. It also automatically restarts when no riders are making progress for 60 seconds and has new timeout handling which should do a better job of booting lagging players.

You can find that out using "server, listtracks"
