Ive been searching the forum for a while now and i cant seem to find the right information im looking for.

with my shaders, if i turn them on the bike looks wicked, but lags a fair bit. yet the amount of graphics usage it uses is less then some of the tracks that i can ride smoothly without shaders, it makes no sense. hopefully someone can help out.

Your graphics card is old and cant calculate the shaders quick enough

Actually it makes a lot of sense.

Think about the kind of math it takes to calculate shadows and highlights.

Now think about the fact that the game is doing that calculation in real time.

Ouch, right?

The lighting on the track itself is precalculated. That's possible because the track doesn't move and has no specular component. (If it had specular shininess, the lighting would change depending on the view angle.) It's also only lit per vertex, unlike the shader programs which are per pixel.
