Try saving this as "generic_fork_upper.shp". Make sure you delete it when you're done testing. You won't be able to play online with it.

Just tested this, it feels as though you've changed two things.
The way the bike reacts when it hits the bars it seems to keep pushing forward instead of standing you up right and shooting you off track.
It also feels as though the distance between hitting the bars has been altered as you can lean slightly further.
Not sure if this is what you've done but I much prefer the changes. Interested to see what others have to say

I feel like it's dampened the impact, but it still kicks you out of the rut rather than slides you through.

This rut at 2016 San Diego SX after the finish line always bugged me, as i'd get flung off the track all the time.
With this test, it still happens, albeit less frequently:

It looks like the bars are initially pulled properly but then the bike slingshots towards the outside.

The file I posted is stock with the coefficient of friction lowered to 0.25. You can try lowering it more, but there really should be some friction. 0.25 would be like having a steel skid on the end of the bar. Seems like it'd be hard to rationalize anything lower.
