Nothin too crazy just an @button so i can easily call people out, um I mean so that other people can easily call people out.

all you have to do is quote someone and they get a notification for it

I think he meant in game, where it would only show up for that person, IRacing has a feature similar to this and it quite nice to shit talk

If he does mean in game which I assume he does. With the server side javascript support, I think you could rig something like this up on a server with some scripts.

server,broadcastto is a feature, though I am not sure if you need admin or marshal to use it.
