Weird ban request, but Jack Mark sat in Elsinore 19801 bragging about how he had the power after his connection boofed during a restart and basically kept everyone hostage. Server restarted around 10:40 CST. Not sure if anything can be done about this

I need to redo the loading timeout. It waits for 60 seconds without seeing a packet from the client. So if a client is slowly trickling packets in it'll essentially wait forever. It should just be a hard 60 second limit to load in instead. Maybe a little higher than 60 if it's a hard limit. Not sure what the slowest legit loading time would be.
