Sticky Image?

I did not know how to properly title this post, but oh well... I've been wanting to have the top part of my helmet show, as if I was in helmet cam while racing. I want to know if there's any way to do that on the computer, so there's always a picture stuck to, say the bottom, of the screen, no matter what program I open? That way I can get the picture to stick to the bottom part, and then open up mx sim and play helmet cam with the picture of the helmet. I don't know if this is possible, but if anyone has any idea, please let me know! And if I didn't explain properly, let me know and I'll try to rephrase it.
