Wheel skins do not work on any of my bikes

I have downloaded three different wheel skin packs and none of them show up on the bike when i select them. please help

when i load into a track it says the following in the top left corner of my screen:

You should make sure you have the model files, not just pngs.

i do have the bike model but i still dont see the skins

I have downloaded all of the bike models and wheel models except for the 2nd wheel model because the download link is broken. The skins for the wheels still do not show up (Im using dunlop colourwaysv2, and i have the dunlop model downloaded) I put all of them in my personal folder? I assumed that you put them in there. Also the front and rear number plate skins still do not work either.
