Tracks downloading failed?

Tracks downloading failed?
I've been off of sim for a few years and just got back on. I was able to download Oakland no problem, but I am having issues downloading any other track. It will start downloading and then it says "download incomplete?" Does anyone have a solution for me?

SO far im finding out my PC is not liking the .RAR files to download for some new reason. Any help would be appreicated.
