Game Freezes During Races

Not exactly sure what going on but lately during the RF races my game will freeze for anywhere from 5-10 seconds. Then when it unfreezes my offset jumps to 5-10 thousand. It's only during races and it happens multiple times per race. I don't have the greatest specs in my pc but its a fairly new problem. I've updated my drivers but not sure what else I could do to fix the issue. PLEASE HELP!!!!
