Been trying different things and still nothing. Do you have any more suggestions?

Does it happen in diagnostic startup mode?

I've also been having this problem for a while.

This did also not work. I have been trying a ton of random stuff and nothing. As I mentioned before it works fine after a hour or so of playing.

Do you mean you still get the lag in with a diagnostic startup boot or it doesn't work at all?

Could you start the game, open the chat, type "/fpshist", wait one minute, and then type "/fpshist" again and report what you get?

Got the same issues, overall the game runs smooth, but sometimes it freezes up to 3 seconds. I downgraded my nvidea version to 353.54, and installed the January snapshot - still got the same problem.

Can you try disabling threaded optimization in the Nvidia control panel?

This has fixed my freeze lag problem 100% so far. I've done about 5-6 races with it turned off and didn't get any freeze lag what so ever. Thanks JLV! :D
