Name on gear, What's Wrong?

So I have been doing countless research on how to get your name and number on gear in this game. Many videos were watched and I followed every step. The only thing I can think of is I don't have the right JM's, which I read up on and downloaded which was suppose to be the right p2sta3 model.

Here are the steps:
1) Through CS6, put my name and number on, saved the png as "rider_body-2016FlyEvolution450Boettcher" with the respecting spec and norm files.
2) Created a saf with all three files from a folder.
3) Put new saf inside my Personal Folder.

I've tried on multiple gear sets and I'm stumped. I'm sure it's something stupid, but please let me know if anyone else has had this problem and how to fix it.
