"Low" Fps and Gpu not in full load (R9 280x)

Hello guys,

Today i just tryed to keep open Rivaturner and Msi AB to see if mxsim more about cpu (as i've heard) or gpu and stuff.
For what i've seen, my cpu is about 20-40%, and my gpu never went up to the 63%.
I tryed it on heavy tracks, with graphic pretty high (9,9,512x512 Yes No, Shader yes, 9, 500, Yes, Yes), and sometimes i got 90-100-111 fps, and it became laggy, to the normal 125fps.
Now i'm asking, theoretically the gpu should be at full work, to get my 125fps, but why instead it just went to 63% for getting 90fps?

On fast systems the game is mostly limited by the graphics bus. Especially if there are large animated textures.
