Do you know if there's any way I can tell for sure that it is my ISP, I can play all my other online games just fine It's only mx sim. Otherwise, I guess I'll just contact them directly and ask what's going on.

Try getting a graph from a bandwidth monitor. Normally it should be pretty low until the race starts and then the bandwidth will go way up. If it drops to 0 instead it's a pretty good sign something is blocking it.
