PSD won’t open

Hey all, I have been trying to open this template of a bike and every time I attempt to open it, PS gives a “Photoshop could not complete this action..” error message. I have sent the file to two other people who have had zero trouble opening it. Any suggestions? I reset my preferences and even uninstalled/reinstalled Photoshop with no luck. Thanks for any tips!
