Need help installing Snapshot on new computer.

I recently just downloaded the game on my new computer and i need downloading the newest snapshot because the version thats on it right now is called 1.12. I says that i need permission from an admin or something and i do not understand what that means. If someone could please help or walk me through this, it would be greatly appreciated!
