game is flashing when i open the main page

the title says it ive replace my computer and i redownloaded the game and when i click the icon to open it it is flashing like crazy and blinking i guess. what could of caused this im working on it but need to race tonight

It's always a good idea to get the latest reference drivers from NVIDIA/ATI etc when you buy a new computer. The preinstalled drivers are usually pretty outdated.
