How do i fix this when i turn shaders off this happens?

This is what it looks like when i don't use shaders. I have tried switching framebuffer and mipmaps it doesn't do anything. My graphics card is a ATI Radeon HD5870. What can i do?

Have you tried the obvious and installed the most recent driver from ATI?

Yeah i have already tried that i have tried messing with the graphic settings a lot too and it still does it.
