As old mate just quoted, it renders the frame to a texture instead of the screen. From wikipedia:

"The frame buffer object architecture (FBO) is an extension to OpenGL for doing flexible off-screen rendering, including rendering to a texture. By capturing images that would normally be drawn to the screen, it can be used to implement a large variety of image filters, and post-processing effects. So yeah, I'm sure JLV implemented this for other reasons, but with FBO's, it would possible to apply photoshop like effects in real time, like bloom.

Oh, forgot to mention, he hasn't really used it for anything yet due to the code not working for some machines. The only benefit it has so far is to use 512 and 1024 ground textures

With my screenshots lately, all I have been doing is duplicating my screenshot twice, and desaturating both of them. The first image above the original, I set to overlay, then adjust the opacity until it looks good. This step enhances the colour. The second image from the original, I set to screen, give it a bit of guassian blur, and adjust the opacity until it looks good. This step gives the image a 'bloom' effect
