I would suggest lowering your FPS in fraps, because too high in fraps makes the outcome skippy, but not even close to that bad. I am not really sure what is going on.
Are you using the in game slo motion ( the step key ), or are you doing it manually.
If manually and using vegas, instead of stretching the footage, try setting a velocity Envelope by right clicking the clip, envelope/Velocity. Then on the green line in the footage, just drag the line down a bit, not too much otherwise it will make the footage come to a dead stop or reverse.

right click your mxsim shortcut on desktop, then properties than it is the "C:\Program Files (x86)\MX Simulator\mx.exe" --hidden-pause --hidden-hud
