There are tons of photoshop tutorials on the internet. This program is really straight forward however I understand if there's a language barrier issue.

File > New
Track Folder
Load Pixel Map
+ Statues Definition
Load Files
--Select pixel color, height, rotation
Add and Close
Write Statues

For billboards, it looks like the pixel mapper doesn't use the track resolution vertically. I had to rescale my pixelmap to have the billboards placed correctly.
