Decals not saving on track

This seams to happen to every track i make, i decal my track, save it before closing game, then when i go back into game only a tiny percentage of the decals saved.. but in my decals file i open with notepad++ it looks like all my decals are there? i'm really confused and have no idea what i am doing wrong, can someone please help me! D:
