Actually a good question. As a track maker it would be helpful to know what exactly can or can't be changed when making low-res versions.

From my testing, statues cannot be altered, regardless of whether they have shape files or not, however I found decals (including adding new decals) can be completely redone and changed etc without getting the error. Also flaggers can be changed, I changed finish line man x and y, and also the 30 sec man start and end points.

If my memory serves me correctly, as long as you have a JM for the file, it can be altered/omitted. I haven't released a track in a while but I seem to remember creating dummy JMs for low res versions. I would just create blank text documents and save them with the correct JM name to have the lower res versions not have to render the statues but the statue file would still match.
I only did it for statues that didn't have collisions, though.

You can modify the jm files but not the statues file itself.
