Hello, I am trying to make a sandbox track for sim and I am having trouble making it into a height map, could someone send me in the right direction please?

I told you dude, it's not possible to make a heightmap from a picture. You'd have to import terrain from some sort of program that would be able to grab heightmap details in a specific location. The way you're doing it, it wouldn't grab any heightmap differences at all, since you're building it in a sandbox. You will have to build it from scratch in either photoshop or the editor.

You'll have to scan it with a tonne of images for the end program to distinguish the differences in lighting, I assume. Ask MXfish who made Niklas Sandbox tracks.

Photogrammetry. If you Google that you'll find lots of tutorials. Once you get your 3D model you'll have to take it into Blender or some other 3D program and export the heightmap.
