Decals not appearing Help pls!

so i just started making a map and take in mind im new to it but me and a buddy *who has made a few prior* have tried to find out what is the reason behind it now ive tried using decals/textures from a different track and it just wouldn't work so please if by chance there is something other than fiddling with the decal file as ive watched vids and literally copied the xyz cords and pixels set and it still didnt work so if there are any tips or helpfull knowledge please i would appreciate it
