How come when I open this track there is no dirt? It's all grass. What did I do wrong?

My suggestion is gathering the real height data then fixing with the in-game editor. That is, in reality, the easiest way to replicate a track. That is how i'm working on Thunder Valley. As for your dirt problem, you should check your "decals" file. Look at some of the tutorials here, they're really helpful.

I'm not trying to make a track, I'm just trying to ride it, and the whole course is grass. I don't know if that makes any difference.

Re-download the track and try again, if it still doesn't work check the decal file.

I downloaded it again and still have the same problem. What exactly am I looking for in the decal file?

You looking for something like a track name, something like @MissionValley/texture/dirt
But not limited to MissionValley, that can be any track, along with texture, it can be something completely different or not in it at all. Dirt would normally follow a different name. If you go through the list and see a track name you don't have then that is what your problem is. Download the track and your problem should be fixed.
