Did some digging and found out the base decals are made by Jay, and possibly edited by Kyle Watts, sorry for the confusion, thanks Jay we love you!

Its either the AIC Compound or the Hidden Compound that the decal references, you can check the chat after loading in the track to see exactly what you need.

I did and it didn't say anything, I had a look in the decals file and they weren't referenced from another track
