ya i think i clicked on the link and i downloaded it and saved it into my personal folder. the download worked it just dosent show up in the game?

what do you mean unzipped it? how do you do that?

http://www.7-zip.org
download that then when you download a track its will be zipped to not take up as much space
right click on the .rar or .zip or .7zip and go to 7-zip<extract here (if you downloaded it to your personal folder if not then youll have to tell it to extract it to your personal folder)

so when i download it, it should unzip by itself?

No. It will most likely be a .7z file. With 7zip installed, you can right click on the .7z file, and go 7-zip > Extract here. This should leave a folder, which is what you put in the Personal folder

one more question do you have to unzip for skins and stuff like that to?

i would say no cause all the skins are .saf
but tracks are almost always zipped but skins and models gerneraly arent
unless its a pack with both skins and model combined into one file
