That would make you able to vote. You can be a naturalized citizen and still vote.

Don't all Canadian citizens have to serve in the military anyway?
I read that about Vietnam. All the draft dodgers ran to Canada and became citizens, and then when post-war came around and Canada went over there, a lot of them ended up getting shipped over as a mandatory duty or whatever.
