So I’m looking to get into photography, I know the basic rules of composition and I know how to work manual camera settings, so I’m looking to purchase a $500 DSLR just to get started. Any suggestions? I would also like a camera that can shoot 1080p 60fps video for whenever I want to make videos as well.

I use a t3i (still need to upgrade) and my photos have been published on RacerX and many times on MotoXAddicts. You don't need a $3,000 camera to get the job done (it helps though)
