According to Sween they can't, but he isn't rF anymore. I didn't have the option to skip it, so I'm not really sure.

In the AMA you can skip it.

No, if you are expected to get the number 13 as a national number. The AMA gives the rider the choice to skip it, and then it pushes them back to the nearest number that isn't taken as a career number. So for Forkner he will be 24 as of right now if he skips 13.

All I got to say is Rush please do not skip it. Because I will be pushed back to 52. I tried so hard to get 51 again.
