According to Sween they can't, but he isn't rF anymore. I didn't have the option to skip it, so I'm not really sure.

No, if you are expected to get the number 13 as a national number. The AMA gives the rider the choice to skip it, and then it pushes them back to the nearest number that isn't taken as a career number.
