So is it possible to have something close up on the model, such as his sleeve, more detailed than the rest? Would the armature be able to utilize that without stretching?

with a proper weight drawings it will work fine for sure ;)

this is just like every other norm right? drag and drop into a different psd for other gear and stuff and save as norm right?
