Not exactly. Usually, the top 99 will include riders with career numbers, which throws things off a little bit. And then you also have to factor in any new career numbers

If you turn pro, and score enough points by the end of outdoors, then you would earn a number. But without being pro, it's most likely not possible. The whole point of the amateur class is to learn to race so you can graduate to pro, so handing out numbers to people who may only be amateurs for another half season is pointless
