Increase "ground texture resolution" and restart the game.

I increased ground texture resolution and it still doesn't work. It is like if LOD is low. Up close is nice and shark at 4k and about 10-15 feet away from the rider it is super blurry with no transition. Is this a different issue?

Try setting "ground texture levels" to "low+mid+high" or maybe just "mid+high".

Do you use Nvidia Graphics card? If so open Nvidia control panel, add the mxs snapshot to program settings and change the anisotropic filtering to "16x" and texture filtering quality to "high quality". Fixed the issue for me
