FPS Lock

I've done a bunch of messing with my pc settings to get higher fps including my global NVIDIA settings. I initially had FPS locked at 60, but I know I can run this game at a much higher framerate, so I set the max to 120 for this game. However, the game is still capped at 60. Not sure what the issue is, but no matter what I do to the game settings, my framerate will not go higher than 62 or lower than 58.
