Well, I was more thinking in the style of stadium/test track style. I personally believe the tracks shouldnt have any natural terrain.

I'd rather it be a fresh track. The SX tracks dont take as much time to make as an SX, so I reckon people should be forced to start from scratch.
Yes, I agree on getting the weighting set before we start. As SX tracks can be hard to make, I think the weighting should mostly go to the way the track rides. This can be split up into Design (the layout of the track) and Build Quality (how well it was made). So, how about this for weighting:
Design: 33.3%
Build Quality: 33.3%
Visuals: 33.3%
That way, the displacement takes up 66% of the score.
