I think the problem is that because it has such steep head angle stock, it has waaaaayyyy too much trail by the time you get the rake close to useable by screwing around with sag and fork preload. that's why it falls all the way to the steering stop at low speed.

I agree it rides alright at speed, even it's decently stable, but it is horrible in slow corners.
