Some questions about SX

I plan on racing the upcoming SX. Do I need a certain color of Number plate to race. Site says red but just making sure. Where can I get one at? Do I need #'s on my jersey to race or no? And it says 21:00:00 to be in there and I live in eastern time zone so what time should I be in there? Thanks!
