In the market for a PC... Need Help.

Hey guys, so a week or so ago I posted a thread about trying to upgrade the performance in my asus laptop to run mx sim. I tinkered with the graphics settings and got it set to run 40 fps on the new outdoor tracks in single player mode. I hop online and get about 20 fps with a few riders. Then I try running the am series and pull about 9 fps, i end up quitting because i just simply cant race with 39 other people with that kind of fps. Decided to pic up some ram for the laptop today and got 2x8 gb of ram. (160 bucks mind you) and it definitely helped in single player mode. with the graphics running the same as the previous, i could pull 70-100 fps. Hop online and get about 11 with a fully stocked server. No bueno. Gonna return the ram to best buy this week, and put my laptop up on craigslist and/or ebay. enough of the my rambling, here's what i would like to have in a pc:

I want the performance to be perfect (60+ fps) when playing online in a full server, with pretty much maxed out graphics.
I want it to have enough memory and storage to run windows 7 and the microsoft office applications
I would like it to be able to hook up to a tv, so i can use that as my monitor

Anything else for college related work, and I don't ever use my laptop in class and don't plan on it in the near future.
I don't have a case, monitor, keyboard, or anything other than a mouse and a 360 controller, so ill need everything that makes up a computer.

I would like to keep the budget around 600-700 dollars on the computer alone, not including monitor and keyboard.

I've been reading on the parts that go into a pc, and will continue to do so, to get a better understanding on what I'm investing in. I'll probably buy through pc part picker or new egg.
If anyone could point me in the right direction i would greatly appreciate it.

Quite frankly, a 700 dollar computer is not going to be running a full gate with super high graphics. You should, however, be able to get a solid computer to run 60 fps with moderate visuals if you build it yourself.

Your issue was also definitely not RAM, so be sure to return that if possible.

Head on over and browse through the "what's your pc?" thread in the Off Topic subforum. There has been plenty of talk over there and plenty of build help.

Here is a build that I would suggest for MXS at your target price point.

thanks for the quick reply. I am planning to build it myself, and the 700 budget could be give a little if that meant better performance of the game. And when i say "super high grpahics" our ideas are probably on two opposite ends of the spectrum. I run the game currently with "high fps setting" customized to basically nothing. (32x32 ground texture resolution, ground detail 50, ground texture 7, no shaders, model geo detail 2, model texture detail 0, 0 roost) And when I claimed "maxed out" i probably should have meant something along the lines of enough resolution to visually enjoy the game and have 60+ fps performance. I will definitely return the ram, which will be soon. Thanks for the suggestions on parts, i will look into them, and the subthread.

I would stretch the $700 budget and get a 760 or an R9 270X

If you paid 160 for ram, and you are going to return it. Why not use the extra $160 towards a graphics card. See what im saying. (example- take the 260x=139.99, 140+160=$300 You can get a 760 4gb with that amount, but the thing i would be worried about now is bottleneck from your processor. Since he has that aftermarket cooler you, can overclock to possible get around that bottleneck.)
