i think generally whats more critical is your ping,not download/upload, usually ping is affected by distance to host server, if you're close you can get it down to 10-50,if you're the other side of the planet maybe with a good service you'll get 150,but anything below 300's usually ok,once you go above then lag becomes a real problem.
if jlv's likely to run a host server from new york,then run a test to the ny server on the test site,then you'll see the kinda ping you're likely to get.

Mine did that too, went from 10 miles to 1800 miles and got faster dl, and about the same up and ping

The Uk's internet sucks too as the telephone infrastructure is based on a time when people still used telegrams
(ok slightly exaggerated but not far off) Countries who have developed later have planned ahead for a fast broadband infrastructure so fitted optical fibres and such
