Don't try to open the file, just put the snapshot into your "C:\Program Files/ Mx Simulator". Then download the second part and either put it in your personal folder or in your program files with the snapshot.

i got version 1.5 . i click on the windows one for the latest snapshot and click save . and when it loads it says cant find game data

This is something that baffles me too. I was like 12 when MCM 2 came, couldn't understand English for shit yet I still figured out by myself how to get usermade tracks and models to work. It's like people don't even try to read the instructions.
